Actually, you do need one. Take a look at the Wisp
page. There's a PIC16F628 in the circuit, which you
need to program with code first. So, you really do
need a working programmer already.

Actually, this kind of makes me wonder why someone
would build the Wisp. I'm not saying it's a bad
programmer or anything, but if you want to build it
yourself, you most probably have a working programmer
already...
