For 20-30ml you can probably (mis-)use a membrane pump meant for air or low vacuum. These are available for instrumentation (eg CO analyzer, pipette vacuum source etc) but not cheap. For absolutely cheap find an aquarium pump that is suitable for rewinding and leakproofing and drive it with a power oscillator (or PIC driving MOSFET). Another type of relatively cheap pumps are the ones used for window washer liquid and fuel in cars. The latter is immersed and may not like your non-corrosive liquid.
