Unfortunately house wiring very often has 'another' circuit just wired into the panel before the main breaker (and sometimes without a breaker). This happens everywhere and it's extremely dangerous. The meter should not turn at all with no load. I would accept that an eletronic meter would be sensitive enough to register the capacitive loss and creep current load in the wiring with the breaker off, but not a mechanical one.
