Procmail can do this, very easily, search for procmail forwards and .forward files. It does mean you'll have a mail server so you'll also need to read up about not setting up an open relay, and as you have the control level, also look at spamassassin. Logging stuff through the gateway needs a bit more definition as there is quite a bit more than just pages surfed, but for your example a search for proxy on www.apache.org should get you started. BTW you'll also be able to use this machine as a NAT router, giving you an extra level of security.
