I did something similar once but used a length of tube with two solenoids on it. When bottom one was closed and top one was open, the liquid filled to a known volume (as determined by the diameter and length of the tube). When the top one was closed and bottom one opened the measured liquid would be dispensed into the container. This was used for filling up those screen wipe type containers with cloth inside for medical purposes and worked for years.
