I've found a solution. As usual, it was obvious once it came to mind:

Bouncing TXEN seems to clear TSR, so it was a simple matter of doing this
twice. After the first bounce, TXREG is transferred to TSR as usual, and
the second bounce clears it again, leaving both registers empty.
