Yes, I agree it would probably require a bunch of code hacks to implement. Meaning it would probably also generate a bunch of weird bugs as well. No fun for the developers. One thought I just had, instead of a fake SMD, a "thru hole" but really tiny, still 0402 but with "pads" that are via-sized, and a wire across. This way, as is on the board they are conductors. But break that wire with an exacto knife, and you've got a convenient place to put a jumper and ammeter. (why is it called an ammeter if it is really an amp-meter?) These would be useful sprinkled to Vcc on various chips in a design, and if things are taking too much power (as my current design is...) you can cut and measure stuff. If things are going swimmingly you just leave it all as - is. Oy.
