Hi- Eagle does have several egroups: eagle.support.eng for one. This issue has been discussed on that group before, but additional voices asking will probably help make it come true. Unfortunately, I do not see how you implement it. I think it would be a special feature and would require mods at a number of places to prevent complaints from the program itself. I also have wanted this feature. I had three power districts and ended up connecting them with EMI Bead Core Jumpers (http://www.maco.panasonic.co.jp/www-data/pdf/AEH0000/AEH0000CE7.pdf available from Digikey) to limit high frequency transfer.
