The first thing to check is your BIOS settings for the parallel port - it
should be set to "Standard Parallel Port" for best compatibility.

I looked at the Pikdev site, only a few chips have been tested. The
PIC16F84A is not shown as tested.

Perhaps you should try some other programmer software, or get a PIC that
is known to work with Pikdev.
