I've not seen disposable phones. But if she is on a plan over in Mike-Hordville she can probably get "roaming" turned on which will allow her to use her current phone / plan over here. They do sell "disposable" simcards though. You buy a dollar amount of calls and you get a number to use with it. Lasts about 6 months, I think. If she uses the dollar amount of the card she can get a top up.
