You can fix this by  sending the command SET PICLIST SUBJECTHDR in the body
of an email to LISTSERV@MITVMA.MIT.EDU I've been doing this ever since I
joined the list, and it works perfectly, as well as allowing me to filter
topic-less messages into my PICList folder along with the rest of the
messages.

Every message's tag is prefixed with [PICLIST], and Outlook stops mangling
it.  More details can be found at

other email?" I've also added a commment to the bottom of the page with this
information.
