I don't want to put words in Mr. Newton's mouth, but a quick look at www.piclist.com reveals this about the admin tag: "[ADMIN]: posts (about the list but not related to the list topic) will be sent to topic ALL: which is a special tag that sends the message to all subscribers no matter what. We will still include [ADMIN]: after the ALL: to let people know that it is an admin post." My guess is that he sent this message just to PIC because the problem was isolated to the PIC discussion. Sending a message to all tags doesn't seem necessary in this case.
