It depends on the application.  I'm working on one now that has
minimal power, certainly not enough to drive the whole enchilada,
ie, programmer and target.

Given the choice I prefer USB powered, since it has its own power
supply without a battery to die or a second cable.

I certainly didn't mean to besmirch any of the fine PIC programmers.
