I spent money too on this stuff until I discovered that Butyl Rubber
is somewhat conductive, prolly similarly to the black foam.

Bicycle tubes are made of it.
Take up cycling and you'll soon have more old tubes than you know how
to throw away.
Cheapies sell here for ~GBP2 or cuddle up to your local bike-smith.
