By the description I'd say your looking for Eagle (http://www.cadsoft.de)
Student/hobbyist version is free, (limited to one page schematics and
double sided circuit boards about 3x4 inches.

Nice part is they have a strong user base, so lots of people have the
expertise to help when you have a problem.
