For a while, some stations here in the western US didn't have the latch mechanism on the pump nozzle. After a while, sanity prevailed and the latches returned. Anyway, if the pump handle doesn't have a latch mechanism, the vehicle's gas cap can frequently be used, in one orientation or another, to hold the handle in the "latched on" position (and the automatic flow shut-off still works just fine).
