Nick:

In the subject line, the topic tag you're looking for is "[PIC:]" (or
"[PIC]:"), not "PICLIST"... But that matters very little, since you
really shouldn't be filtering on the subject line, anyway.  Instead,
just look for messages with "piclist" on the "To:" line.
