Don't quote me, but I seem to recall that Google actually sells dumps of each {insert time period here}s queries. Hence why these pages of utter gibberish exist. Certain queries are more prone to it than others. I've rarely found a technical query that comes up with spam pages. (Except if you use froogle.google.com, in which case it's pretty much filled with them).
