The circuit shown uses an Atmel AT90S2313, but the idea can be ported to a PIC. The circuit is for 120 volt line. To adapt to 240 volts, the triac and optocoupler (MOC3009) will have to be upgraded for voltage. The software is available for download from the Circuit Cellar web site; it could be used as a guide for writing your own PIC code.
