The full part number is uPD7227G and it is (or was) made by NEC.  However,
the NEC web site denies all knowledge of this part, even though a search on
Google shows many places with it stocked.

Probably not very usefull to you but the nearest I could find is the 7225
LCD Programmable LCD controller.  Possibly the 7227 is a larger version of
this.
