Have you tried boosting (with eg op-amp, transistors) the 4V signal
to 5V to confirm that it's low voltage that's the problem ? At a glance,
spec for PortB.1 is 0.8Vdd as a Schmitt Trigger input when in UART
mode. See Tables 3.1 and 17.3 of the 628 manual
