One study was done using solar panels to crack hydrogen from water and found (as I recall) about a 40% efficiency. This did not include the energy required to manufacture the panels. But hydrogen has several problems besides manufacture (e.g., transport and storage). I have to go to work, but a few years ago I started a mailing list called "energyresources" which is dedicated to energy questions like these (I am not reading it at present). It has genuine experts (people from industry) and almost 1000 members now. This is serious stuff. I know some people who have moved to warmer climates because of what they learned on this(and others) mailing list. If you you want to know more, join http://groups.yahoo.com/group/energyresources/ and ask the experts.
