ISTR someone dug up an old General Instrument (or Microchip) PIC datasheet that had the tag "Programmable Interface Controller" printed near the top. Am I talking rubbish again? Whatever PIC means, they certainly make nice smartcard controllers. All I need to do now is track down someone that can sell me a few PIC16F84 or 16F628-based smartcards with the option of custom printing.
