I have just breadboarded the frequency meter and am having trouble getting 5
volts at the collector of the 2n4403. Any idea what could be amiss?

It's the first time I have heard this, when I ported the code for the
16f84 I tested it on a working unit and have used it many times.
I personally have not tried it on the A version
The only thing I was never too happy with was the input stage, it's a
bit deaf
But the software never gave me a problem
I think you need to have a closer look at your hardware
Have you checked the crystal is oscillating?
