I think some punctuation is missing - I THINK Bang and Cheng are people or
units within the organisation. I THINK that the naked flat belonged to the
previous clause in the sentence and I THINK that they refer to chip on board
ICs and I THINK that there is meant to be a comma between flat and Bang.
And I THINK that .... but like Carl I'm probably wrong :-)

So, in the unlikely event that I'm correct, if you think that that sounds
like the Kama Sutra then you'd probably greatly enjoy the Philips "IC
Packages" databook :-)
