I've had some success with Microchip's own 1253 charge pump regulator, and even better with the 60210 series from TI. They only require caps, no inductors or diodes, and the 60210's are very low noise and fairly high efficiency. Of course I don't remember off the top of my head exactly how loow input voltage they range, but worth a look!
