might be worth looking into for your PIC16F648A project:

Microchip's ICD 2 can *indirectly* debug several PICmicros that do not have
built-in ICD capability via special adapter boards Microchip sells:

The 'MPLAB ICD 2 Header Information Sheet', DS51292E, sheds more light on
this.
