Someone has done a similar one for eBay. It is very slick and could easily be mistaken for the real thing. It even includes a note at the bottom that eBay doesn't request personal data by email. :=) While I didn't go to the trouble of confirming this with eBay, I do know that they have a similar policy to Paypal's.
