The generic name in Excel would be XY (X versus Y) or Scatter graph.
It is very straightforward and similar to doing it by hand in
high school math class.

Since you are asking this question, I will assume you need to know
how to set this up, or else you wouldn't have had to ask the
question in the first place! Unless I severly misunderstood the
question, and then I guess I look pretty dumb and wasted a lot
of time :)

example:
for a step function that is 0 Volts (or whatever units you are using)
for t<5 seconds (or whatever units/base) and is 5Volts  t=>5 sec,
you would enter data in two columns. first column is time, second is
volts. so for example:

TIME VOLTS
0    0
1    0
2    0
3    0
4    0
5    1
6    1
7    1
8    1
9    1
10   1

then highlight the two columns and click the chart wizard.
