Maybe, if the SSR is directly controlling the output switch (e.g. VFET). However you MUST synchronize the PWM to the power line. It's called 'phase control dimming'. Most 120VAC SSRs use a Triac, so once they're on, they stay on until the current drops below the 'hold' value (usually zero volts). What exactly did you mean by control? On/Off is trivial.
