By the way, MS WebMatrix one of the ASP.NET C#
hosts is free. (anticipating Peter Peres' question - how
the cost of MS development tools compares to engineer
income)

Side effect of using WebMatrix - you can access your
WebCam from anywhere on the Earth.

Don't know though if the articles code worked under
WebMatrix, if not - hope there are a lot of net info how
to work with parallel port in ASP.Net.
