Unfortunately, that's 100% of the 4-layer boardhouses I've found!
:)   And its not the free panelization part, its the "we dont accept
anything panelized or repeating compnent names etc. etc. for
prototyping" problem.  I'd be happy to do the panelization of gerbers
and slicing up the resultant board myself.  :)
