Yes, your method is different from the high-frequency PWM method that would be used if you wanted to output, say, 128 8-bit samples per period. I guess the most straightforward method of doing that would require a pulse frequency of 128 * 256 * your fundamental frequency. I would call both methods "PWM", but perhaps that's not correct (or not the standard usage, anyway).
