It was my understanding they DID pay.  Note that you don't need a separate
IIC license for your design as long as a PIC is part of the IIC bus because
of an agreement between Microchip and Phillips.

I think the problem is that the smart people were off doing something else
when the IIC module was designed.  It seems to have more than its share of
difficult to use "features" and a few outright bugs.
