Here in Canada you can buy interior car warmers that basically do that. They are designed to be installed in the interior of the car, with the wire run through the firewall and engine compartment. You then have a 120V plug that dangles just out of your hood that you plug in when you're at home. In Winnipeg, where it's really cold, many employers offer plugs in the parking lot as a perk.
