I would have read that to say that anything less than a working code solution is unlikely to be useful to him as he has attempted to apply less complete solutions without success. To me this doesn't say anything about whether he would be willing to pay for such a solution (although I'm sure he'd be pleased and grateful if it was free). But, of course, I may be wrong.
