I think you MAY be misunderstanding the meaning of the phrase "no less"
here.
(He suggests immediately after this that English is not his 1st language.
This is, however, proper English).

I would have read that to say that anything less than a working code
solution is unlikely to be useful to him as he has attempted to apply less
complete solutions without success. To me this doesn't say anything about
whether he would be willing to pay for such a solution (although I'm sure
he'd be pleased and grateful if it was free). But, of course, I may be
wrong.

Fortunately, it sounds like Allan Pearce's offered solution meets his needs
and is free.
