The #4 is because overkill is cheap, and I don't like sag when I transmit. Multiple 50W and 100W transmitters add up. The fuse is 60A, to protect against catastrophic shorts. The #4 splits to two #8s under the dash, to feed the front and rear radio decks. On the ground side, believe it. If that ground cable is open or even just bad, then the whole vehicle is now at +12V WRT the negative battery lug. So if you have attached a wire there, then a large part of the vehicle current, or all of the vehicle current, will try to flow through your negative attachment.
