Yes, the unplated holes are a secondary operation, often done as part of the routing operation, and WHY don't you send the drill chart? I place full documentation specifying materials, dimensions, tolerances, plating, routing radii, bevels and any other things the fab shop may have questions about, including my name, address, phone number, cell phone number all on the same print as the drill drawing. They have the choice of plotting it or not, but at least I can show them that I gave them all the information. The drill chart is every bit as important as any other specification. You know how incomplete specs drive us all crazy? Well, imagine being a board shop that is pushing out dozens (maybe hundreds) of proto orders out every day, and having to guess at things because of incomplete specs.
