Most recent PICs officially require a Vpp-before-Vcc sequence to enter
programming mode. Most of these chips will program using the (old)
Vcc-before-Vpp sequence, unless you configure /MCLR as input pin (in
your code). If your programmer uses the Vcc-before-Vpp sequence you are
(offocially) outside the specs, so things can be very unpredicatble,
between chip types or even between individual chips (or depending on
cable length, phase of the moon, fishy things etc.)
