Full speed USB PICs were supposed to have been released at least two years ago but kept getting delayed as Microchip redid their tool chain and then kept getting other higher priority projects in the way. However, a whole run of wafers got "misprocessed" (oops), so they were going to delay until December. Then somebody decided between Thanksgiving and Christmas was a bad time for such a release with all the associated fanfare. I'm not sure what the latest official release date is.
