Why not use a small battery? A lithium 3V will have more than enough juice to power the Atmel (probably; I don't know where it stands in relation to the PIC's power consumption), and then use the power from the rails to power the LED's using a switching BJT. A little bigger, but I bet you could do it using SMT23 package for the transistors.
