Microchip has a tech note out on this. I believe the number on it is
ETN-20 or 21.

Operation is possible at lower voltages but you have to disable Bulk
Erase when running the ICD at voltages lower than normal (4.5 V?).
There may be other details that I've forgotten. The tech note has the
info you need.
