OK, this is from memory (it's been 15 years since I used a 465). The center (red knob) is for a variable timebase. That should have a detent all the way at one end of it's rotation. Put that knob in it's detented position. There are two timebase knobs (one for the main timebase, one for the delayed timebase). You can separate these two settings by pulling on the inner gray (secondary?) knob and it will rotate indepentent of the outer knob. These two timebase knbs should be locked together AT THE SAME SETTING. Also, make sure that you have the timebase selected properly - (I remember a coulumn of pushbuttons) they are labeled something like A, B, A inten B, A delayed B. what you want is 'A', or however it is labeled for the main timebase. When properly set up for simple measurements, the vernier control (the multiturn silver knob) should have no effect. The red knobs you see for each channel are for vertical (volts/div) gain. You'll never get into all the things the scope can do without the manual.
