You can't write a loop that wiggles a bit and not have one phase be at least 3 cycles. Even if you set it right before and reset it right after to GOTO, that's still 3 cycles. However, you can set up a CCP module to produce the signal you are looking for. Set the period to 4 cycles and the duty cycle to 2 and you'll get a nice square wave at 1/4 the oscillator frequency. Of course, you could just look at the OSCO pin to see the crystal signal directly.
