Not quite.  Remember that the GOTO takes 2 cycles.  You can't write a loop
that wiggles a bit and not have one phase be at least 3 cycles.  Even if you
set it right before and reset it right after to GOTO, that's still 3 cycles.

However, you can set up a CCP module to produce the signal you are looking
for.  Set the period to 4 cycles and the duty cycle to 2 and you'll get a
nice square wave at 1/4 the oscillator frequency.

Of course, you could just look at the OSCO pin to see the crystal signal
directly.  Just remember to use the x10 setting on the probe else you will
probably load the oscillator to the point it won't oscillate anymore.
