We didn't cut the patch cables for the ends - you can buy the just the pre-finished ends with a short pigtail of fiber. And they had to have the fuser for other connections so that cost wasn't a factor. And the time to do the ends is an issue - especially if in the case of fiber-to-the-home you might be sitting outdoors by a curbside pedestal. In any case - you can get the ends and do it yourself - but unless you really plan on doing quite a few of them you can buy a lot of various patch cables for the cost of the tools to do the ends yourself.
