Wouter Theres a UK company called Rapid electronics that I use a fair bit who sell these PCB shears. They do two types - an 8 inch shear (203mm) for 164 ukp or a 12 inch shear (305mm) for 212 ukp (+ vat). Both are capable of up to 1.6mm thickness PCB.
