The above two are mutually incompatible.

Oscillator settings need to be set to suit a crystal oscillator.
Probably "XT" (may vary with type of PIC used).
RD is for a resistor/capacitor clock and almost certainly won't oscillate at
all.
An excellent reason for it not to work at all. Not necessarily the only one
though alas.
