I think their answer is dishonest (do you really think their concern is for the greater good of the industry?), but the policy is still reasonable. I asked someone at Advanced Circuits about that once, and they replied honestly that they don't really make much money on their prototype service, and don't offer the service to give away cheap PC boards. Their purpose is to attract customers who then hopefully move on to production orders with them. However, I have noticed the price of prototype service decreasing steadily over the last couple of years.
