Yes, this is clearly stated in their FAQ.

I guess I don't understand their rationale, but at least I know their 'rules
of engagement'.
I would think they would still make money if they allowed this, but who
knows.

Having multiple duplicate circuits within the PCB is not a concern for me in
my current project.
