Yes, this is typical for "1 chip" 16x1 line displays. To get it to be contiguous would require another 'chip' which adds cost. They do exist. The first ones I bought many many years ago were two chip, 16x1 line displays. It really confused me when I bought other 16x1 LCD's later and they didn't work the same!
